Challenge

The State Shared Service Centre (RTK) provides support services to the entire Estonian public sector. The organization wanted to be a leader in AI adoption in the public sector — not just talk about AI, but create an environment where employees could practically experiment, learn, and share their experiences with colleagues.

Solution

Productory developed a multi-year AI competency program for RTK:

• General training — Introductory sessions for the entire organization to spark interest and reduce fear of AI adoption
• AI assistants program — Practical training program where teams from five departments created their domain-specific AI assistants
• Mentorship program — Follow-up program where participants could further develop their skills with support from experienced mentors Jarmo and Kristiina Tuisk
• Leadership seminar — Workshop for managers and executives on strategic AI implementation
• Microsoft 365 Copilot training — Training on using Microsoft's AI tools

During the program, prototypes of various AI assistants were created: a personnel and payroll Q&A assistant, an information system documentation finder, a project application analyzer, a procurement offer evaluator, and a climate compliance checker.
